According to the Dog Whisperer, dogs pay close but covert attention to their owners when they are being walked because, since the owner is a kind of pack leader, whatever the owner pays attention to is also regarded as worthy of attention by the dogs. So if another dog should come along and the owner pays lots of attention to that other dog; looking at it, tensing up etc. the the owner’s dog will understand this as a sign that they also should pay close attention, and possible adopt an aggressive posture. If the owner is more nonchalant then the dog does not see any need to adopt such a posture. At least that is how the theory goes as I understand it. I have been experimenting with this a bit with my dogs, Guy and Phoebe, and there does seem to be some difference in their responses. This is particularly marked if I am careful to demonstrate my lack of concern by not tensing my shoulders or orienting my shoulders in the direction of the other approaching dog.
